What is the procedure for obtaining an RVSF license?
1. First, before applying for the RVSF license in a specific state, one must possess a minimum of two acres of land. This land can be located in an industrial area, or if it is agricultural land it can be converted to non-agricultural (NA) status. The land can be occupy on lease also for minimum 10 years.
2. Once the land is secured, a Detailed Project Report (DPR) must be prepared and submitted to the State Pollution Control Board (SPCB) to obtain the Consent to Establish (CTE) certificate. After that, the State Pollution Control Board will inspect the site, verify the basic parameters, and grant the CTE (Consent to Establish) certificate.
3. Once the CTE certificate is received, there would be requirement of to set up the machinery. It must include, at a minimum, a vehicle lift jack to raise the scrap vehicles. A press machine is also essential as a shredder or a bailer in which engine can be crushed. . Additionally, all waste materials extracted during dismantling can be sell to authorized recyclers or manufacturers.
4. After installing the necessary machinery, applications for the CTO (Consent to operate) and Hazardous Waste Authorization (HWM) must be submitted to the State Pollution Control Board. The Board will then conduct an inspection, verify the required parameters, and issue the CTO and Hazardous Waste Authorization licenses.
5. Subsequently, an application is submitted to the Ministry of Road Transport and Highways, requiring a registration fee of ₹1 lakh and a bank guarantee of ₹10 lakhs. The application is filed with the respective state's Transport Department, following a review and inspection, an approved license is issued. Finally, the process moves forward to the issuance of the operational license by the Central Ministry of Transport.
