1. Import Export Code (IEC) from DGFT.
2. DGFT Import License specific to aluminium dross.
3. Form 6 (Movement Document) per hazardous-waste regulations
4. Authorization/Consent from State Pollution Control Board (SPCB/PCC).
5. Pre-shipment/Inspection Certificate (DGFT-approved agency).
6. Chemical Analysis Report detailing composition
7. Customs Documents: Invoice, bill of lading, packing list, insurance.
8. Basel Convention Consent for transboundary shipment of hazardous material
9. Annual SPCB Return including quantity imported (Form 4)
There will be a govt fee have to pay to DGFT. It depends upon CIF value of Import.
Rs.500/- will be the minimum govt fee which goes upto maximum of Rs. 1.00.000/-.For Example if CIF value is Rs. 10,00,000 then the govt fee would be Rs. 1,000/-.
(₹1 per ₹1,000 of CIF value, min ₹500, max ₹1,00,000)
Check HS Code: Confirm the exact 8-digit HS Code for the specific type of copper dross you intend to import, as there are variations (e.g., dross vs. scrap) that affect the policy.
Obtain SPCB/PCC Authorization from State Board : Ensure your processing unit has all necessary environmental approvals and authorization to handle and process the specific type of waste.After the proper inspection concern department will use the approval for the same.
Apply to MoEFCC: Submit an application to the MoEFCC for the import of Hazardous and Other Wastes.
Apply to DGFT: After securing the necessary environmental clearances, apply to the DGFT for the import license/authorization for the "Restricted" item.
Customs Clearance: Complete customs procedures, which will verify all the above permissions and required documentation.
