Overview

Importing scrap batteries into India involves strict regulatory procedures due to their hazardous nature. Whether you are importing used lead-acid batteries, lithium-ion scrap, or other recyclable battery materials, securing a DGFT License is a mandatory step.

The Directorate General of Foreign Trade (DGFT) is the governing body that regulates and facilitates India’s foreign trade. To import scrap batteries, an importer must obtain an Import License from DGFT under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016

Who Needs a DGFT License?

You must apply for a DGFT license if you are:

· Importing used batteries or battery scrap for recycling or reprocessing.

· Running a battery recycling plant in India.

· Importing hazardous waste for industrial use.

Documents Required

· IEC Certificate (Importer Exporter Code)

· Company Registration (PAN, GST)

· Consent to Operate from SPCB

· Valid Authorization from MoEF&CC

· Waste Handling Plan

· Past import performance (if applicable)

Process to Apply

· Prepare and compile all documents

· Apply on the DGFT online portal

· Upload MoEF&CC clearance and SPCB NOC

· Await scrutiny and approval

· Receive DGFT Import License valid for a specific quantity & duration

· DGFT – Import Licensing Authority

· MoEF&CC – Environmental Clearance under Hazardous Waste Rules

· CPCB/SPCB – State/Central Pollution Control Board for NOCs
