The Central Pollution Control Board developed processes for recycling different types of waste and also introduced collection centers and dismantlers. Basic Requirements to setup a Recycling Facility

Now, if someone wants to set up a recycling plant for any of the above-mentioned waste or scraps, they first need sufficient land. This land should ideally be located in an Registered Industrial area . Alternatively, if you don't have access to industrial land, you can also set up this type of business on non-agricultural land. What is Consent to Establish certificate (CTE)

To set up any type of recycling plant, once you have secured the land according to the regulations, you don't need to install any machinery or equipment immediately. First, you need to submit a Detailed Project Report to the State Pollution Control Board in that state and then apply for a Consent to Establish certificate. This means that before establishing your business, you are requesting the State Pollution Control Board to inspect the land and grant you permission to set up your plant. Once you receive the Consent to Establish certificate, you can then install your recycling machinery on the land. What is Consent to Operate certificate (CTO)

After the recycling machinery is set up, you need to apply for a Consent to Operate license. This means you are requesting permission to operate your business, i.e. to run the machinery. After filing the Consent to Operate application, if required, the State Pollution Control Board conducts an inspection according to its regulations.
