Overview

In our country, Tyre Waste Management Rules were introduced in 2016. Under these rules, it was stated that old tyres, scrap tyres, and pneumatic tyres could be imported by authorized tyre recyclers. Only those recyclers who had installed proper recycling facilities were allowed to process tyre scrap and extract useful materials such as oil, carbon, and steel wire.

After 2016, tyre pyrolysis plants started growing, and for importing tyre scrap, approvals were issued by the Ministry of Environment and Forest. In 2024, the rules were revised, bringing major changes in how tyre recycling activities are regulated. As per the updated rules, recyclers using non-compliant processes are no longer permitted for certain activities.

One of the major changes introduced is that only recyclers operating approved recycling units, such as crumb-based processing units, are allowed to import tyre scrap. This has increased the importance of proper compliance and approvals, especially for businesses planning Tyre Waste Recycling Plant Setup license and related activities.

Additionally, recyclers working under proper authorization can benefit from structured systems like EPR (Extended Producer Responsibility), which supports both compliance and revenue generation.

How a Tyre Recycler Can Import Tyre Scrap

To set up a tyre recycling project, a recycler must have industrial space or non-agricultural land. Machinery such as shredders, grinders, and pollution control devices must be installed as per compliance requirements.

After obtaining approvals from the State Pollution Control Board, Central Pollution Control Board, and Ministry of Environment, the recycler becomes authorized. Post authorization, approvals from relevant authorities are required for import activities.

With proper setup and approvals, including Tyre Waste Recycling License and Tyre Crumb Manufacturing License, recyclers can operate legally and also participate in structured compliance systems.

A recycler can generate substantial revenue under the EPR scheme after becoming authorized and setting up a compliant recycling facility.

How EPR Tyre Credit Transfer Works

Under the EPR system, if an importer needs to recycle a certain quantity of tyre waste, they must transfer the waste to an authorized recycler. After processing, the recycler provides EPR credits based on the quantity recycled.

These credits are not transferred free of cost. A defined value is associated with the recycling process, and recyclers can charge for the service. Once payment is completed, the corresponding EPR credits are transferred to the importer or manufacturer.

This structured system ensures accountability, promotes recycling, and creates a revenue model for authorized recyclers.
